Abstract: The issue of change and organizational development is one of the inevitable necessities for new organizations. In turbulent society of communication and information age, inaction leads to economic ruin. Every phenomenon wishing to have negative entropy should move toward change. This research seeks to make a kind of diagnosis of the current state of Human Resources in Bank Mellat and examine its weak and strong points. In this study, using Three Dichotomies model, Organizational Diagnosing was scrutinized and it became clear that structural, behavioral and context factors play crucial role in diagnosis of the Bank's human resources.
