The Role of Participation in Preventing the Water Crisis

Abstract: Developing countries have in recent decades paid much attention to the development of water resources, but the participation of water users and consumers in water resource management has received less attention and the role and share of people has often been overlooked and considered trivial. Unfortunately, the optimum use of water has not yet found its special cultural position in Iran, while Japan has achieved higher success than Iran in this despite the less water per capita in Japan. In comparison with Japan, Iran has been facing many challenges in the field of social capital in crisis management in general and in water crisis in particular. Without strengthening social capital, no considerable success will be achieved in water crisis management, especially in the area of water consumption. This is why it is essential to achieve a relative balance between the supply and consumption of water, which will be impossible unless a comprehensive system of water management and public participation is created
